Walkie-Talkie is not available in every country. Verify that your location is listed at watchOS - Feature Availability first.
Additionally per Use Walkie-Talkie on your Apple Watch "To use Walkie-Talkie, you and your friend both need Apple Watch Series 1 or later with watchOS 5.3 or later. You also both need to set up the FaceTime app on your iPhone with iOS 12.4 and be able to make and receive FaceTime audio calls." Verify that FaceTime is setup, turned on and operational. That article also includes a section for "If you're having issues sending and receiving invitations" with further steps.
If all of those fail, use Apple Support to connect with AppleCare to investigate further.

Same issue. However it worked with my series 7 watch. I was told by apple technician it is a software issue. Need a software fix. Wait till next software update.
