You must have iOS 16.x.x installed on your iPhone. If you do not have iOS 16 installed then you will not have access to the Recently Deleted filter in the Messages app.

If you have iOS 16 installed on your iPhone, then open the Messages app and tap on Filters (top left) and then choose Recently Deleted folder.
