iPhone Shows Scan Text Instead of a keyboard (While Typing)

I am using the current iOS (15.7) on a recent iPad (iPad Pro 11-inch 3rd gen), and for a while now when I try to enter information it pops up “scan text” button instead of a keyboard. I can solve it by rebooting, but that’s a real nuisance. there are a number of articles out there ( example: https://www.iphonetopics.com/iphone-shows-scan-text-instead-of-keyboard/ ) showing this is a wide-spread problem which has been around over at least one O/S upgrade. there are reports of this bug on here going back a ways too.

does Apple ever plan to address this bug?
