Payment and Shipping shows “none”

I am trying to change payment ans shipping method but it shows NONE and not let me to make any changes. I can not sign in to

app store without it.

Log in to https://appleid.apple.com with your Apple ID credentials.

Scroll Down to the Payment and Shipping Section

Tap on Edit

You will be given both Billing and Shipping Addresses to edit.

Sign in to your Apple ID account page and edit / update your Apple ID details.

On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
Edit your billing addres.

Additional:

Optimize the range of the mobile network, see -> If you see No Service, Searching, or SOS on your iPhone or iPad

Charge the battery > 70%.
