When I open Notes on my IPhone 11 Pro Max to scan there is no Camera button and no task bar at all above the keypad. How do I get it back?

.I have read the instructions! When I click on Notes there is a keyboard but no task bar above it with a camera/scan button etc on it! I do not know how to retrieve this task bar.
Tried it but all that happens is the keyboard pops up but without the task bar above it
