Can’t turn off my tv using Apple TV

When using my Apple TV 4K device I used to be able to control my tv automatically all features from the get go but now I’m having problems controlling the volume and now I can’t turn off my tv with the Siri Remote I tried the trouble shoot features but just says “System Control - You can’t use System Control with these configurations “ yes I have HDMI-CEC turned on with my Samsung Q90R tv. The only way to get it back to normal like i used to have where I could turn off the tv/control the tv volume is to reset the whole Apple TV 4K device but I’ve done this too many time and I’m getting tired of it I shouldn’t have to do this every week

yes I have HDMI-CEC turned on with my Samsung Q90R tv.

CEC should be turned on on all HDMI devices that have this functionality. For Apple TV, that function is in Settings﹥Remotes and Devices﹥Control TVs and Receivers﹥On. Please verify if it is currently still set like that.

If the issue persists, try to reset the HDMI connection by disconnecting the HDMI cable on both ends, then re-connect.

I shouldn’t have to do this every week .
