No. From HomePod mini - Technical Specifications - Apple:


System Requirements

  • HomePod mini with the latest version of software
  • iPhone SE, iPhone 6s or later, or iPod touch (7th generation) with the latest version of iOS; or iPad Pro, iPad (5th generation) or later, iPad Air 2 or later, or iPad mini 4 or later with the latest version of iPadOS
  • 802.11n Wi‑Fi internet access


While it is potentially possible to use a Wi-Fi hotspot and AirPlay to HomePod using an ad hoc connection you will need Wi-Fi in order to configure HomePod at the outset. HomePod is intended to be connected to Wi-Fi and the Internet all the time rather than only when you and your phone are at home in order to control any accessories you might have.
