Can’t pair my Apple Watch

My iPhone said it’s been paired to my Watch but turns out it’s not because I don’t see any green phone icon on my Watch, and whenever I tried to reconnect it, my iPhone keeps saying “Unable to connect to Apple Watch” even though I have turned on Bluetooth and finish the requirements.

  • Phone model: iPhone 13 mini, iOS: 16.0.2
  • Watch model: Watch SE, watchOS: 8.7
  • I think the problem is that if I want to update my watch to watchOS 9, I need to agree the terms and conditions on Watch app on the phone, that means the watch has been connected to my phone. But when I open the Watch app on my phone, it keeps saying “Unable to connect to Apple Watch”.
  • And yes, this watch has been paired to my old phone before, yet I have unpaired it already and now my old phone doesn’t have any data of the watch.

What model of phone is it and what version of ios is it running?

What model of watch is it and what version of WatchOS is it running?.

What troubleshooting steps have you tried?.

What errror messages are you receiving?.

Has this watch ever been paired to another phone?(Very important).
