how do I turn off “snap into place” for apps on home screen on iPhone?

Tap & hold on the app, then drag to the Home screen & drop it.

If I understand your question, you can't. Apps are added in a grid to the next available space on the page. You can't leave a space empty and you can't change the spacing between apps.
