Stuck on Apple Logo!

So I recently updated my 2014 MacBook to MacOS Monterey, but I didn’t know my MacBook could not run that OS, so I ended up with a folder with a question mark at start up…

now I went back and tried to reinstall macOS high Sierra so I wouldn’t lose my files but now I’m just stuck with this logo and bar after the installation restarts to continue the process and setup.

what can I do?
