Pairing Unsuccessful. iPhone can no longer connect to "Mobile Phone"

When I go into bluetooth after the usual "spinny thing" when it tries to discover new/unpaired devices I get the message "Pairing Unsuccessful. iPhone can no longer connect to "Mobile Phone". Forget this device and pair it again."

After forgetting the device, which of course I don't recognize because I don't pair MY phone to other phones, the next time I go into bluetooth I see the same message. Unfortunately the popup screen blocks the listing for the "Mobile Phone" under Other Devices so I can't get any more info about it. I don't download from non-Apple sites, I try to minimize risk, so the odds of a random piece of malware being installed are slim. Any suggestions? I've been using iphones for many many years (still have an iphone 4 on my desk lol), never had this issue before. The key concern of course is that once I forget the device it SHOULD NOT be trying to pair with the devices unless I tell it to do so. I guess the question is, if I wipe the phone and try to restore data will it restore whatever is causing it to try to connect to "Mobile Phone"?
