my contacts won't back up to icloud

I have hundreds of contacts in my iPhone, but only 41 back up to iCloud

It means data that is synced to icloud is not part of the icloud backup as stated here What does iCloud back up? - Apple Support

ON your phone settings - icloud - contacts - on.
