close apps????

my iPhone 13mini will allow me to swipe up and close apps, but it doesn't take me to the app i clicked on I have also tried turning it all the way off but when i do, the slide to power slide doesn't pop up and it just doesn't power off. when i leave it for a minute or so and then look at it again it turns onto my wallpaper and lets me log into face id fine but when i open its just the same. ?????

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

Press and quickly release Volume UP button
Press and quickly release Volume DOWN button
Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF).
