I can not buy an item with apple card

I bought 2 new Iphone 14 Pro. 1 in USA Apple Store Online. And 1 in Japan Apple Store Online.

But the phone I bought at U.S. Apple Store Online work good with my Apple Credit Card.

Another phone said: “ Authorization failed. Please verify your card information or choose another card.” I already verify my card but it doesn’t work.

So the question is: If I use the Apple Credit Card to buying some Apple Produce at diffirence country. Can I do that?
