Using air drop to sent picture to both an iPad and iPhone but only goes to iPad can you help?

I don’t think it’s airdrop specific but when I try to send pictures taken on ios13 phone the older phone receives them then display a message pictures could not be saved open them in documents? Have you tried force restarting your iPhone?

This always works for me on iPhone.
