When I try to re-purchase an app, it says “Verification Required”

Hello, so I’ve been trying to download something from the App Store and the app that I am trying to downloaded was already been previously been purchased, but I wanted to download it again. When I try to re-purchase it, it says “Verification Required” and it does that to all the apps that I deleted already and I notice this happening when I updated the new IOS. It makes me put my password in and then enter my card pin and it still won’t let my download it. Please help.
