Why cant we download content for offline viewing on Apple TV?

Why cant we download content for offline viewing on Apple TV, I have 64 gig Apple TV device which is more than enough.

The main reason for this is that during primetime in the evening my internet speed drop significantly and my ISP looking into the issue.
