Restore backup

I pay icloud + to have all my data on icloud,with no worry to lose something now i buy 14 pro max and old 13 pro max reset on factory but viber backup wont do restore stuck on 4 % and trow me out of app and again again. I try allmost all on my mind but on icloud says viber backup 23gb and i cant get my data back. There lot of bussines converastion and pictures now i dont have access to them. Why i pay icloud + when is not working. Viber suport say its not to them
