I saw an earlier thread that said make sure that messages is on in iCloud on both devices and restart.
It was turned on in both devices but my deleted emails are still not synching...also, if I delete out of email, and then delete the trash it isn't removing them from all mail, even thought they are gone from trash

The ability to delete emails across your devices is directly dependent upon whether it's an IMAP or POP email account. If you're using a POP email account, the emails are stored directly on your device rather than on a server, so any deletions will need to be made separately on each device.
