Blue outline around text or entire screen

This is my second Magic Keyboard. All in all it works 90% of the time.

I see others are having this issue and would like to confirm what causes this?

It is so frustrating to use the keyboard and then it has a mind of its own, then selects text and keeps me from typing. Hitting the escape key or shut off the program will help.

Any other ideas.
