Properly Transferring Ownership:
When in contact with the "seller", have them set this up anew. Have them perform everything on this site, including the iCloud logout: What to do Before you Sell, Give Away, or Trade In your iPhone, iPad, or iPod touch - Apple Support. If they do not log out of it, and you never log into it, then you will never be able to associate it to your own account. They should have known better.

Have your Closed this Account?:
If this is a former Apple ID that you used, and you have closed the account, then there is nothing you can do.
I had not closed it. I bought a new phone due to somebody accessing my old one and set up a new if. I couldn’t remember my old password but finally remembered it. I used the old on the iPad and new on my phone. But it is so much easier to read on iPad than small phone. I thought I could reset it but forgot password and pass code. Then it became locked to owner. I will just have to wait until they call me and tell me what to da.
Thank you for the reply. It is locked to owner which I am the owner so I may still have an option left after the account is reviewed.
Do you have the credentials for the account it is locked to?
Only the owner of the account it's locked to can remove the lock.
