Hello 4myquest2C,

Welcome to Apple Support Communities. It sounds like you need help getting your Apple ID signed in to your iPad. First, it will depend on if you just have an iPad with someone else logged in, or if it shows the iPad is in Activation Lock.

If it's just signed in with someone else's Apple ID, follow these steps:

  1. Tap Settings > [their name] > Sign Out
  2. The current Apple ID owner will need to put in their password
  3. Tap Turn Off in upper right

If you don't know the owner of the iPad, for example you've purchased this iPad as used, the iPad may be in Activation Lock. You will need to contact the original owner of the iPad or whomever has their login signed in to have them remove the Activation Lock. Here are helpful steps:

Properly Transferring Ownership:

When in contact with the "seller", have them set this up anew. Have them perform everything on this site, including the iCloud logout: What to do Before you Sell, Give Away, or Trade In your iPhone, iPad, or iPod touch - Apple Support. If they do not log out of it, and you never log into it, then you will never be able to associate it to your own account.  They should have known better.

I had not closed it. I bought a new phone due to somebody accessing my old one and set up a new if. I couldn’t remember my old password but finally remembered it. I used the old on the iPad and new on my phone. But it is so much easier to read on iPad than small phone. I thought I could reset it but forgot password and pass code. Then it became locked to owner. I will just have to wait until they call me and tell me what to da.
