Fraudulent Apple Pay charges
apple Pay was set up with TD Bank visa bank card and I am victim of fraud. TD bank investigated and refusing to reimburse any suggestions?

Do you mean Apple Cash? What do you mean by fraud? Did you send someone money? If you did, you can ask for it back but there isn’t much else that you can do.
