Apple Watch calling 911 Setting turned off

Last Friday after just looking down at my Apple Watch 6 it started calling 911 with the sos slider going across for 5 seconds like the button was held. I was not able to cancel it would just start the time over again. I have no case on the watch I know button was not touched when it started dialing. I turned off the setting hold to dial 911 so this would not happen again until a week later (Friday again) when I was asleep 3am and the watch in sleep mode I was woken by the sos slider again. Why was turning the setting off not effective? Both times it dialed 911 it would not power on just show Apple logo and turn off again. Also Facebook messenger was never installed on the watch but in the setting it shows it was installing the time it dialed sos and turned off. Apple Watch 6 Model: A2291 Version: 9.0 (20R361)
