You'll want to make sure that the contact you are messaging wasn't accidentally blocked. You can do that by going to Settings > Messages > Blocked Contacts. You can also check by following the steps below:
"Messages
From the Messages app, open the conversation, tap the contact at the top of the conversation. Tap the info 
button, scroll down, then tap Block this Caller."
