I need to change my region from the USA to Belgium, I wanted to keep my photos that I have on ICloud + 200GB. What are the solutions for that?
Also I have 0.22 $ in my App Store that should be decreased to 0.

You'll want to keep your originals on your device, download to a computer, etc. This should be done regularly as part of making a good backup.

Your photos will be safe. Of course, you always want a good backup of your photos. Generally, 3 copies of your data, made 2 ways, with 1 copy kept offsite.
