Can I get an activation lock cleared on a second-hand iPad without the previous owner?

I got an iPad second-hand from one of my cousins. She locked herself out of it and it was disabled. When I got it I put it into recovery mode and reset it. Now it is under activation lock. She disabled her Apple ID for "Security Reasons". I don't have access to her email and don't have contact with her. Is there a way I can get in?
