My new iPad is not iOS 16, so I cannot transfer data from my iPhone. Hollyweird!

Can I update my new iPad to iOS 16? My phone is 16, and I cannot download my data to the iPad because it seems limited to 15.7.

I have an ipad mini that will only update to IOS 12.5.6 and when I try to transfer my data to my new ipad mini, it won't do it because I need IOS 14 or more, what can I do to transfer my data I have an old ipad mini (2nd generation) that will only update to IOS 12.5.6 and when I try to transfer my data to my new ipad mini (6th generation), I get a message that says I need IOS 14 or more. iPadOS 16 is due to arrive later this month, per Apple. So no, you cannot transfer contents from a newer to an older.
