My new iPad is not iOS 16, so I cannot transfer data from my iPhone. Hollyweird!

Can I update my new iPad to iOS 16? My phone is 16, and I cannot download my data to the iPad because it seems limited to 15.7.

iPadOS 16 is due to arrive later this month, per Apple. So no, you cannot transfer contents from a newer to an older.
