Using keyboard shortcuts breaks preview

When using preview you can use Control + CMD + H to select highlight, but you cannot deselect highlight using the same shortcut. This means when I select highlight, it breaks the text select tool since there is no way to get out of highlight other than pressing it twice, having to highlight then un-highlight text with the button in the toolbar. there is also no shortcut for text select, making it extremely frustrating to navigate between these two, very simple tools using keyboard commands.

Is there something I'm missing here or is this just broken?

Also just found out that if you use keyboard shortcuts to make one of those round magnifiers there is no way of closing them.
