2014 Mac mini goes into a boot loop with no IO

You might've seen my post yesterday about the bloody static, demanding a permanent solution. Well, now I've got something even worse. After resetting the NVRAM twice, the Mac mini has now started boot looping, and there seems to be absolutely no solution. There is never any display output or sound output. The Mac appears to start booting: the hard drive spins up and the power light comes on, but nothing happens until it turns itself off. I hear some form of switch click, the hard drive stops, the light goes off and the cycle repeats. None of the IO seems to work. As mentioned perviously, there is never any display or sound output, but also the computer can no longer detect keyboards. When I've plugged one in, even if there's nothing else plugged in, it doesn't respond to anything. Key commands for safe mode, recovery mode, NVRAM reset, boot picker, or anything else, all fail. The caps lock light doesn't come on. I know that keyboard works because my older Mac mini from 2006 still works fine. I have reason to believe my IO controller has been failing and just suddenly died, what with the static nobody has a permanent solution to, and the DAC making weird quiet clicking noises since last week.
