Do you know if any WiFi access point within view of your Mac is in Apple's location database?
Do you get any location indication?
Does it show up with a very wide uncertainty circle, or is it somewhere other than your location with a tight uncertainty circle?
Your Mac has to triangulate its position from the signals from nearby WiFi access points. If Apple doesn't know the location of your nearby access points, it will be unable to determine location.

Do you have Wi-Fi enabled? Are you using a VPN?
of course, I have wifi enabled and I'm not using any VPN for sure.
You can try booting into Safe Mode, then restart normally.
It is possible I suppose you are in a remote enough location Location Services can't triangulate your location.
