After having delayed voicemail notification on all carriers, I think I finally fixed it. There are 2 different places where you can turn off Notification Grouping and only recently found out I had to change the one under Settings > Phone > Notifications > Notification Grouping and changed to Off. There is also a Grouping setting under Settings > Notifications... but it was the one under Phone settings that did the trick.

Do your Part: Having recently found a fix, report this to Apple. These are user-to-user forums. Apple barely reads these forums as it is on the own tine. Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what is going on, and what fixes to include in updates to come.
