Impossible to reserve iPhone 14 pro max

I have tried to reserve iPhone 14 pro max since 28.09.22 but it is impossible to reserve it until system is closed. If it can not be reserved, why does Apple open reservation and show iPhone pro max on the page? I think that it is not best way to provide good customer experience.
