Will there ever be a dark mode feature for iTunes on Windows 11 or any time in the future?

In the meantime you will have to make use of the Windows Night Light setting, which is in Settings / Display / Night Light Settings. It has an automatic turn on and off mode so that you don't have to concern yourself with it, as well as a Turn on now option, which you can use to test and adjust the strength of it.
