Mail encrypt by default
Why would my device that I purchased brand new not be encrypted by default under mail section?

Mail encryption is not enabled by default.
Using mail encryption is not as simple as just enabling or disabling an encryption function. There is no single mail encryption standard; those exchanging encrypted email - and their mail servers - must support the chosen encryption standards. In many cases, they must have individual and/or organisation SSL Certificates issued/signed by their chosen Certificate Authority - as otherwise PKI encryption simply won’t work.
Having posted within the iPad in Business & Education Apple Support Community, I assume that you are within one of these two principal sectors. As such, you would be best advised to seek assistance from your IT & Mail Administrator - as they will be best placed to provide advice as to their support for encrypted email services.
