If I factory reset my iPhone and then log back into it with the same Apple ID, does it count as a new associated device?

I know that you can only have 10 devices associated with your Apple ID, but will factory resetting create a new associated device if you log back in with the same ID?

Even if I re-download apps that I had previously downloaded before the factory reset? I guess I’m just kinda confused about how a device becomes “associated” to my ID.
