Reply button doesn't work at all
In mail app, When I click the reply, reply all, forward, it doesn't work at all.
Even I tried via menu bar, still doesn't work.
Same thing happens in safe mode as well.

Try using mail in a newly-created login for whichever macOS version is involved here.
If there are add-on security apps, add-on first-few-hops VPN client apps, or add-on cleaner apps, remove them app per the vendors’ instructions, and restart.
