Sorry, my error. There is no benefit to Low Data Mode unless your Wi-Fi bandwidth is limited and you are sharing it with other users.

You would only see Low Data Mode if you were connected to a personal hotspot. You would select it if the cellular network used by the hotspot would charge more for higher data speeds.
I am able to enable Low Data Mode on my home WiFi network.
