You might want to try signing in (to your Mac , iPhone or device) with your Apple ID, to see if that is what's needed.

What to do: If you can’t turn on or sign in to iMessage or FaceTime - Apple Support

You might want to check how FaceTime is set up,
(eg: there may be a setting you need to change.)
NB: As we do not know which iOS you are using:
please choose correct iOS at top of articles for accurate info:
Set up FaceTime on iPhone – Apple Support
Make and receive FaceTime calls on iPhone – Apple Support
Check settings for wi-fi or cellular for FaceTime :
( If cellular you might want to check all is ok with your provider )
