how do I change Chinese language settings to English on Apple Store?

If you are talking about the Apple Store app on iPhone and iPad, follow these steps:

1. Click on your profile picture in the top right corner.
2. Scroll down to the second last bubble, and tap it.
3. Then click on the last button shown on that page, and pick your region.

If you are talking about the Apple Online store, scroll down to the bottom of the page and click the only button in the bottom right corner. Then pick your region.
