Can I offline stream 4k movie in apple tv4k

I have a few 4k movies offline that’s not purchased from iTunes can i stream that to apple tv 4k app through my iTunes app in pc

I figured since I can't watch the spectrum TV app or Netflix when the internet is down, I should at least be able to watch the Library content I have purchased.
