cant complete apple id

cant complete apple id, Apple iPad 2 (WiFi) 64GB MC916LL/A version 9.3.5 hangs when agree to terms and conditions .account seemed to set up fine, verfied by phone and pin , username now shows up in ipad apple id etc. just cant download the first app without reviewing account......which never completes , no error just hangs ?
