Family sharing

I have family sharing enabled on my son's iphone but he has managed to change the passcode and turn off location services even though both of these are set to not allowed - how is he able to do this?

So this sounds like Screen Time. In this case, it sounds like the passcode was found out. You may want to choose a different Screen Time passcode and make sure no one knows the passcode. You can read more about settings a Screen Time passcode here:
