Can I add another Apple ID to download photos to iCloud

Can I add another Apple ID to my subscription for 2TB iCloud+ plan? Also how can I make room for storage in photos if everything that I delete in photos is deleted in iCloud? I don’t understand how that works please help!!! My device storage is full. I just want to download everything to iCloud to free up my device space. But if everything I delete on device is deleted in iCloud storage, how does this work. I’m so confused and I hope someone can help me with this. Thank you

If by "Can I add another Apple ID to my subscription for 2TB iCloud+ plan?" you mean that you want to share your iCloud Storage plan, see instructions in Share iCloud+ with your family - Apple Support


Regarding your second question, iCloud Photos is a syncing service. As you have found, any photo you delete from a device where iCloud Photos is turned on will also be deleted from iCloud and from any other device connected to iCloud Photos. You can potentially reduce the storage space required on a device by turning on Optimize Storage. See: Set up and use iCloud Photos - Apple Support


Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.
