How to keep the toolbar visible in safari fullscreen?

My issue is that when I try going fullscreen my toolbar disappears and I have to move my cursor every time which I getting on my nerves. I tried ticking the "Always show toolbar in fullscreen" in the view tab but it is greyed out and I cannot click it.

Does anyone know a way to resolve this?

Sorry I linked the wrong device to this post, I have a 14' MacBook Pro with macOS Monterey 12.3 beta(I was a bit lazy I might be getting the latest Ventura beta)
