why does my charge light stay orange even though it's connected to a power outlet?

But it's been connected to a power outlet all morning and the light is still orange

It's not clear from your question, but it should stay orange when connected to a power outlet until the MacBook Air is fully charged.

Have you checked vis the Battery icon in the menu bar or via System Preferences to see whether the battery is charged to 100%?
