HD vs 4K timeline for HD distributution using 4K footage

My final export will be 1920x1080. I have 4K footage. Is there any difference between creating a 4K timeline and putting 4K footage on it and then exporting 1920x108 VS. creating 1920x1080 timeline putting 4K footage on it and exporting 1920x1080? Is there any benefit to do it one vs the other?

I think you misunderstood me. If I don't let FCP to scale it, I will only see a fraction of my clip, so I then have to scale it manually and I can scale in a way that the content of my clip spans beyond the 1920x1080 frame and that gives me the ability to move left right, up and down, but that means that I'm discarding some content that's in the frame. If I scale it down so everything is shown I don't have the ability to move it up and down, left and right any more. Correct?
