We found two resources that'll help with adding a card to Wallet:
- This first one shows the steps, along with the requirements(such as being in a supported country): Set up Apple Pay
- If you have any issues after going through all of the steps in the first link, this second link shows what to do If you can't add a card to Apple Wallet to use with Apple Pay
