I am not able to rate tvOS app in appstore. Facing same issue as reported in How do I rate tvOS apps? - Apple Community
Application is free & available for download in appstore. What I wanted to know is
Apple TV 4K, tvOS 15
The rating system is for third party apps, not for (bundled) Apple apps.
Apps have to be rated in the iOS App Store. That excludes app that are exclusive to tvOS, or have a different App ID for tvOS.
Furthermore, the rating system is flawed (e.g. being ‘gamed’ by incentives from certain [game] developers), and is therefore quite useless. 5 stars doesn’t mean it’s good. 1-2 star may indicate dissatisfied users for issues unrelated to the app itself.

Yes, even i also facing this issue.
I can able to rate only few apps.
For some apps the rating itself will not show and no option to selection rating also
tvOS app rating is not being shown
