Apple Preview App - PDF Links not working in Catalina

PDF urls with # in the URL don't work in the PDF. It works everywhere else

Preview PDF not searching for exact phrase I can't search for exact phrases in Preview app for PDFs. If I put the phrase or sentence in quotation marks, it'll say "No Results Found" on the left hand side. I'm on MacOS Ventura 13.0.1, and I put it on safe mode and it did not fix. I went on another user on my MacBook and it still didn't work. Contacted Support and they told me to start using 3rd party PDF apps. Any suggestions?

Preview App jumps back to the 1st page of PDFs When viewing PDFs, every time I bring the Preview app to the front / make it active, it jumps back to the first page of the document. It's unusable. Even with the Preview app in the background I can conveniently scroll pages in preview by mousing over it (without clicking in it to make it active) and scrolling around the document. But as soon as I click into Preview it zips right back up to the top of the document. This is on a brand new M2 Studio (96gb, 2tb) running OS 13.4.

Moving to windows solved my issue
